Cloak of Dragonfire

The continuing adventures of Nadia, building on the stories of before so spoilers ahead for the earlier works.
Nadia is dealing with goblin raids at the Great Gate, when one explodes into a fight because orcs follow them (and just before a visit from the High Queen!), and is interrupted by the appearance of a woman whom she had kinda met before: Joanna Starkweather, no longer in a computer.
The High Queen still wants Nadia to handle something: being her representative when the dragons gather to discuss whether they should leave Earth. She expects them merely to extort some concessions.
When Nadia arrives, she learns of a pattern of murders that, at least, sound odd. She does not want trust too far in their being a coincidence.
It includes why dragons don't eat intelligent beings, a pool party, Nadia and the rest learning about survivors of prior encounters, babysitting, creating a cover identity, drugs, and more
