Forging Hephaestus by Drew Hayes

The beginning of a superhero series. Or rather a supervillain one.

It opens with the master thief Tori breaking into a vault to find a note telling her "Good work" -- and being recruited to join a supervillain guild because she was too likely to be a problem. Her resistance to the training gets Doctor Mechanical to suggest to the retired Ivan that he take an apprentice, as her last chance.

Meanwhile, a confluence is coming: a convergence of forces that will produce many metas. A hero is trying to work his way into a position of power in the heroes' alliance. A villain pushes at the code that keeps the guild off the alliance's radar.

The confluence hits. In its wake, there appear a rush of metas. Including three recruits to the guild, all of whom get apprenticeships; gambling; the history of the Orion Protoccol; a visit to a nightclub where a new meta realizes he can't wait for the capes, he is a cape; levelling up on video games; a fight with robots; plans for a theft; and more.
